Penrose was settled in 1904 and is said to have been named for a settler who attempted to locate a homestead on the National Forest Reserve.

The "Garland Guard" in its issue of June 30, 1905, mentioned a new townsite in the Big Horn Basin called "Center." This was located on the south bank of the Shoshone River some five miles southeast of Garland. ... The townsite was part of the enterprise of the Elk Canal, which was started in 1903, as a Carey Act project ... The name of the townsite was changed to Penrose, in honor of Charles W. Penrose, who was a prominent leader in the Mormon Church at that time.
